Component brokers and distributors sell on availability: a buyer sends a BOM of part numbers and orders from whoever confirms stock, date code and price first.
A shortage list is a race
A contract manufacturer short of forty parts sends the list to every broker it knows. Part numbers are long and unforgiving, cross-references matter, and "in stock" has to mean in stock.
